Atlanta - Georgia Secretary of State Brad Raffensperger ensures Georgia’s voter lists are the cleanest in the nation and is announcing routine and legally required updates as part of the non-election year list maintenance effort.
“Georgia’s voter lists are the cleanest in the nation because of our membership with Electronic Registration and Information Center (ERIC)," said Secretary of State Brad Raffensperger. "Clean lists lessen the burden on our counties, provide appropriate resources in each precinct, and ensure the voter has a smooth experience at the polls,” said Secretary of State Brad Raffensperger.
183,584 voter records will be placed into inactive status if voters do not respond to a mailed confirmation notice. These records have not had any activity in 5 full calendar years, which includes not voting during any election since before 2018. Any records that turn inactive as part of this process will remain on the voter rolls for two more even-year general elections. Voters who have inactive status can still vote. However, if these 183,584 voters do not vote or otherwise contact their county elections office by December 31, 2026, then they will be eligible for removal in 2027 in accordance with state and federal law.
Atlanta - Georgia Secretary of State Brad Raffensperger is announcing further actions to secure the cleanest voter lists in the nation. Clean lists ensure a smooth check-in process for voters, making it easier for county election to do their job. Between now and early December, county election offices will mail 127,904 notices to Georgia voters who have filed a National Change of Address (NCOA) form with the US Postal Service indicating they have likely moved from one address within their county to another. According to Georgia law, voters on this list will be automatically updated to their new address within the county. These voters do not need to respond to the notice to keep their Active status.
“Getting rid of bad and inaccurate voter data from the voter rolls helps prevent fraud, making it easier for county officials to do their jobs, and strengthens confidence in Georgia’s election results,” said Secretary Brad Raffensperger. “We are proud that we’ve continued to strengthen our list maintenance process and reaffirm our commitment to accurate voter lists.”
Already this year, an additional 688,394 pieces of mail have been sent to voters as part of list maintenance procedures, which includes 185,208 notices mailed in September reflecting 100,685 voters who filed Out-of-State National Change of Address forms and 84,523 Out-of-County National Change of Address forms.
The 688,394 pieces of mail also include 82,077 notices sent to voters who may have moved out of state and 37,285 postcards sent to voters who possibly moved within the state using information received from Georgia’s membership in the Electronic Registration Information Center (ERIC). These are voters who appear to have moved based on data from the Department of Driver Services.
Georgia will continue to conduct list maintenance throughout this year in preparation for the 2024 election cycle, a continuation of robust steps taken by Secretary Raffensperger to ensure the most accurate voter records as Georgia heads into the 2024 Presidential election.
Georgia is recognized as a national leader in elections. It was the first state in the country to implement the trifecta of automatic voter registration, at least 17 days of early voting (which has been called the “gold standard”), and no-excuse absentee voting. Georgia continues to set records for voter turnout and election participation, seeing the largest increase in average turnout of any other state in the 2018 midterm election and record turnout in 2020, and 2022. 2022 achieved the largest single day of in-person early voting turnout in Georgia midterm history utilizing Georgia’s secure, paper ballot voting system. Most recently, Georgia ranked #1 for Election Integrity by the Heritage Foundation, a top ranking for Voter Accessibility by the Center for Election Innovation & Research and tied for number one in Election Administration by the Bipartisan Policy Center.

The Georgia General Assembly passed legislation (O.C.G.A. 36-45-1) requiring all persons elected as members of a municipal governing authority who were not serving as members of a municipal governing authority on July 1, 1990, to attend and satisfactorily complete a training program specifically designed for newly elected municipal officials. The Georgia Municipal Association and the University of Georgia’s Carl Vinson Institute of Government are pleased to provide this required training to Georgia’s newly elected municipal officials.
The Newly Elected Officials Institute provides an opportunity for mayors and councilmembers to increase their knowledge and understanding of city government, especially as it relates to the role and responsibility of the elected official. The training provides information designed to increase the awareness of the legal, financial and ethical responsibilities of city officials. Further, the course provides six hours of credit toward the voluntary training certificate program available through the Municipal Training Institute.
Municipal elected officials that have served before and have been reelected are required to take the Newly Elected Officials Institute again if they have been out of office for more than four years or more than one term, whichever is longer.
The Newly Elected Officials Institute is offered annually, generally in February or March.
