Background
In 1989, the General Assembly passed the Georgia Planning Act, providing local governments with opportunities to plan for their future and to improve communication with neighboring governments. The Planning Act (revised in 2005) assigns local governments certain minimum responsibilities to maintain “Qualified Local Government” (QLG) status and, thus be eligible to receive certain state grants, loans, and permits.
The cornerstone of the coordinated planning program is the preparation of a long-range comprehensive plan by each local government in the state. This plan is intended to highlight community vision, goals and objectives, as well as associated actions. It is intended that the comprehensive plan be used to guide local government decisions.
To maintain its QLG status, a local government must:
- Prepare and adopt a comprehensive plan that conforms to the "Minimum Standards and Procedures for Local Comprehensive Planning" as amended.
- Adopt and implement regulations consistent with the Minimum Standards
- Update the 5 year Short Term Work Program (STWP) and the Capital Improvement Element (CIE) annually for the imposition of Impact Fees.
- Update the entire plan at least every ten years
