District 4

Fayette County BOC, Commissioner Charles D. Rousseau

Commissioner Charles D. Rousseau ran unopposed in November 2022 and was re-elected to his third term as Commissioner of District 4 for Fayette County.

During his first term, Commissioner Rousseau completed training to become a certified county official through the Association of County Commissioners of Georgia (ACCG) and was unanimously selected to serve as a Trustee on ACCG’s Defined Contributions and Benefits Board. He also serves as the treasurer for the Georgia Association of Black County Officials (GABCO) and is a member of the National Association of County Officials (NACo) that advocates for federal policy initiatives and funding resources to augment county expenditures.

Commissioner Rousseau has hosted several community wide events to educate residents on the importance of being informed and knowledgeable about county finances and operational mechanics. Through his Homeowners’ Association (HOA) Bootcamps, the Commissioner has promoted greater awareness of the specific roles HOA's have for maintenance of their community’s infrastructure and responsible leadership over residents.

A results-driven executive, Charles Rousseau has over 30 years of diversified governmental, operational and public policy experience. His strong problem-solving skills and proven ability to manage multi-million-dollar budgets and diverse teams to achieve results and foster collaborative outcomes have served him and Fayette County well during his tenure.

He leads by the principal of, “What we do – public service; How we do it – quality of service delivery; and Who we do it for – residents of this county.” He has been and remains a voice for providing health, recreational, and quality of life services to citizens and advocating for resources for public servants to offer the best service delivery, no matter the job.

He has instituted a number of county wide initiatives on economic development and future land use needs to foster an enhanced collaboration between the county and its municipal partners on annexation and long-range planning; leading efforts to encourage county leaders and nonprofit agencies to take part in a statewide panel discussion to coordinate efforts and resources to combat and better understand the opioid crisis devastating families and communities. He continues to be an advocate for public health and the challenges faced during the COVID pandemic.

The proud recipient of the 2018 President's "Preeminent Award" for government from his Alma mater, Commissioner Rousseau was recognized as "Alumni of the Year" by the United Negro College Fund (UNCF) and was presented the "Pinnacle Award" from the Fortitude Educational and Cultural Development Center of Delta Sigma Theta Sorority, Inc.

Commissioner Rousseau is no stranger to government. His professional experience includes:

  • Chief Operating Officer, Arnold Schwarzenegger's Atlanta Chapter of the Inner City Games
  • Chief Operating Officer, Enrichment Services Program, a regional program servicing six Georgia counties
  • Assistant Director/Recreation, Fulton County Department of Parks & Recreation
  • Assistant Director/Design & Development, Fulton County Department of Parks & Recreation
  • Assistant Director/Administration, Fulton County Department of General Services
  • Administrative Assistant to Vice-Chair of Fulton County Board of Commissioners
  • Area Manager of Citizens Advocacy Program, Fulton County Government
  • Deputy District Director to Los Angeles City Council Member

Commissioner Rousseau and his wife of 34 years, Cheryl K. Rousseau, are proud residents of Fayette County for over 22 years and looks forward to continued service as a voice, advocate and servant leader.

Commissioner Charles D. Rousseau appointed
to the ACCG Defined Benefits Board of Trustees

December 12, 2017 - Fayette County, Georgia - The Association of County Commissioners of Georgia's (ACCG) Board of Managers recently appointed Fayette County Commissioner Charles D. Rousseau to the ACCG Defined Benefit Board of Trustees.

The ACCG Defined Benefit Board of Trustees is under the GEBCorp division of ACCG. The Defined Contribution Program (401(a) and 4579b) deferred compensation) is managed by a nine-member Board of Trustees appointed by the ACCG Board of Managers, and is comprised of county elected and appointed officials.

"I am proud to have been selected by my colleagues around the state as a member of the Defined Benefit Board of Trustees to be a prepresentation of the hard-working men and women in county government," said Commissioner Rousseau.

This appointment is added amid Commissioner Rouseau's service to the county since being elected to the Fayette County Board of Commissioners in September of 2015.
