Following are the proposed dates and times for the 2021 Water Committee meetings.
The meeting dates are the 2nd Wednesday of each month at 8:30a.m.
Meetings will take place in the Administrative Conference Room located at 140 Stonewall Avenue, Suite 100, Fayetteville, Georgia 30214.

RULES OF PROCEDURE
Regularly scheduled meetings will be the second and fourth Wednesday morning of each month at 8:00 A.M. in the Water System Conference room, 245 McDonough Road.
The voting members are a chairman, who can be a commissioner appointed by the Chairman of the Board of Commissioners, Water System Director, Planning Director, County Administrator, and two citizens appointed by the Board of Commissioners. Non-voting members are the County Attorney and the Water System consulting engineer. The members on the committee can change as the commissioners feel necessary.
Call to Order
A quorum shall be present before an official meeting with votes will be conducted. The meeting will be called to order by the Chair, or Vice Chair. In the absence of both the Chair and the Vice Chair the County Administrator and/or Water System Director will decide whether the meeting will be called to order or canceled.
General water issues, specifically potable water are discussed. Water Quality is a main focus, as well as availability to customers. Sometimes wastewater is discussed. Environmental concerns may be brought up for discussion as directed by the Board of Commissioners.
The Water Committee is a recommending body to the Board of Commissioners. All motions are recorded as recommendations to the Board. Items listed on the agenda are discussed for information purposes and items needing action are made into a motion by one member of the committee, seconded by another, and voted on by all voting members. Abstaining members will state they are abstaining from the vote. The member making the motion, the second and any abstaining member will be recorded in the minutes. The Chairman can make a motion and is allowed to vote.
Only potential legal items and real estate items are discussed during executive session. The committee adjourns from the regular meeting by a motion, a second and vote. This motion is recorded in the minutes. The clerk prepares the affidavit to be signed by the residing chair as part of the official minutes. The affidavit states whether the items are potential legal or real estate and how many items were discussed.
Meetings are tape recorded. Minutes are transcribed by the clerk and a draft is distributed for review by the committee members, and the Board of Commissioners. All motions are sent to be placed as agenda requests on the Board of Commissioners meeting agenda following the procedure established by Administration. An action agenda is prepared within 24 hours. Transcription of the minutes is required within 48 hours of the meeting. Minutes are approved as official at the following meeting of the committee. They are signed by the Chair or Vice Chair that presided over the meeting. After official approval of the minutes, they are placed on the internet by the Commissioners office and the tape is erased in 90 days.
Executive Session Minutes:
During executive the tape is left running during discussion of property acquisition. Any other item (potential litigation or review of the minutes for approval) the tape is turned off. Once Executive Session is complete the Committee goes back into open session and the tape is turned back on at that time.
Public Record Request of Minutes
Anyone requesting a copy before they are approved shall be charged .10 per page according to the Open Records Act. They shall be labeled “unofficial, unapproved” minutes.
Members of the public wishing to address the Water Committee will be placed on the agenda by the Water System Director during the preparation of the agenda. This can be at the request of a member of the committee, the citizens or a commissioner.
