Starr's Mill Educational Facility

Updated 10/2/2026

The Starr’s Mill Environmental Education Center will feature exhibits on regional water conservation, system processes, partnerships, and artifacts recovered from Horton Creek during the Lake Horton Reservoir project. It will also support educational programming in collaboration with Line Creek Nature Preserve and Fayette County Schools.

The project also includes converting the former Water System pump house into public restrooms for visitors attending meetings and events. This involves removing old pump equipment, installing men’s and women’s facilities, and adding a septic system with a pump to move wastewater uphill to the drain field, replacing the current use of rented portable toilets.
